ORIENTATION

Understanding the “Mind-set” of today’s Terrorist threat” is to comprehend how an American Infantry unit can machinegun more than 300 non-combatants in a ditch at My Lai-4 on 16 March 1968; how peace-seeking people of the planet, including Medieval Crusaders, pre-WW II Germans, post-war Russians and Chinese, Irish Catholics, 20th Century African Hutus, and current 21st Century Islam, et al, can transition into hate mongers committing genocide and grievous crimes against God and mankind. Like neurosis (typical model) sensitizing, reinforcing, and symptom-producing events alter behavior and beliefs which may or may not be contained within the limits of the law. In the broadest terms worldwide unified terror cells, e.g., Jihad, must be summarily dealt with, while troubled individuals and less organized threats may be reasoned with by negotiators who thoroughly understand the targets mind-set.

As Law Enforcement decision-makers attending the FBI Academy, the focus is on national peace-keeping rather than international war-fighting. Terrorism, however, has bridged and blurred normal jurisdictional considerations. Today, for example, normal overseas intelligence assets work within our national borders and Special Forces (Delta) may become a CT option in America.

I intend to do my best for you today in three ways: 1) Detailed writings that can be read later by you concerning my experiences representing law to others; 2) Using my speaking time to reveal my own inclinations to violate written law; 3) Answer your questions truthfully.

My notes have been offered to the BSU for distribution to you as well as a summary of my experiences and beliefs as published in My Brothers Keeper. I plan to allow 30-minute for your questions at the end of my comments. My purpose is to share “principles” in lieu of “practices” since countering terrorism by nature demands “miracles on demand” through good judgment, common sense, and exceptional teamwork rather than a rulebook. Strategists use backward planning and remember George Santana: If you don’t recall history, you’re doomed to repeat it. Negotiators must appear approachable regardless of agency SOP.

ORGANIZATION

Understanding your self and the enemy leads to victory. Not knowing is certain defeat (Sun Tzu‘s Art of War, 6 Century BC). Religious zealots can be the most difficult. Condolessa Rice, General David Petraus and other Gulf War authorities have estimated it will be 10-years before real change can occur in Iraq. Psy-warriors have long used a decade as a measurement to changing social and cultural practices once immersion of a new ideology begins. We were in Vietnam for 15-years and never neutralized the indigenous population’s hatred of US occupation. The Crusades failed to result in Western-world embrace by Islam. I don’t believe Iraq or Afghanistan will ever acquiesce to us (U.S.). We may be willing to risk our life in the war on terrorism, but those in the Jihad movement seek traumatic death. Still, knowing and understanding the Koran is a must in dealing with Islamic threats short of violence (Examples: God will suffer man to sin a little and West Africa Black Money).

Confronted by a determined para-military terror threat poses an exceptional circumstance for government at all levels. Unfortunately, the best outcome is achieved by bad-faith negotiation to buy time for CT-SWAT Units to position themselves to rescue hostages while neutralizing terrorists. This tactic maximizes police options while minimizing further threat and offering deniability. Deniability comes through the use of contracted experts.

Irreversible threat scenarios depends upon extremely loyal, daring, flexible, no-rules, “Mission Impossible-type” force under trusted fearless no-nonsense leadership working with an equally skilled negotiation team. Example: Special Forces Latin America v. Dr. Stephen Sloan OU professor of Political Science seeking recognition as principal advisor to State Dept Ambassador for CT (John Karkasian) and chief developer of USG CT doctrine and policy. Sloan conducted 16 simulated exercises proving our overseas military and national police has no defense -- until 1977, Panama and the 3/7 SF. Still in 1986, he was listed as an “expert” to the Vice President’s Task Force on Combating Terrorism.

The use and failure to use Executive Outcome mercs in Africa allowed hundreds of thousands to needlessly die. “Blackwater-type” contractors in Iraq illustrates the current Administration’s acceptance of non-military personnel performing military-type duties. President Ronald Reagan was ordered to rein-in a rogue intelligence activity unknown to Congress. Originally initiated by President Jimmy Carter after the failed Iran Raid as “FOG” Foreign Operations Group, then changed in 1981 to ISA Intelligence Support Activity, (Code Named TCA, Tactical Concept Activity), more recently known as Gray Fox. The unit operated laissez-faire from CIA, JCS, DIA interference, using both uniformed and contract assets. Another effective example is the Royal Thais use of the Red Bull (Teamster-type rice transport) Union to put down anti-government student demonstrations.
It is through an ISA multi-agency (both intelligence collection and tactical operations) concept directly controlled by the Secretary of Homeland Security, that a semi-autonomous CT Unit trained in WMD (SADM, Chem, Bio, EOD) emergencies can be prepared to go the distance in interest of National Security under worse case conditions. Once launched no bureaucratic over-ride with exception of an experienced Homeland Security/NSC/NIC ombudsman.

SUB-CONTRACTING EXAMPLES
The following are several reminders that the USG has long used contractors good and bad in circumventing the U.S. Constitution to accomplish tasks Congress would not approve.

1) The CIA used retired SF to train Muammar al-Gaddafi terrorist in Libya in the late 1970’s. CIA employee Ed Wilson was later sentenced to 52-years imprisonment for selling Gaddafi 44,000-lbs of C-4 and “other” weapon-systems.

2) My boss, Eric von Marbod (Dir Defense Security Assistance Agency), Ed Wilson, and USAF GEN. Dick Secord ran a clandestine air cargo operation called EATSCO (Egyptian Air Transport Services Company. Both Secord and von Marbod were required to resign.

3) During Reagan Administration, Eugene Hasenfus was shot down over Nicaragua in a C-123 transport delivering supplies to Contra in Oct 5, 1986. Hasenfus was actually working for Max Gomez (nom de Guerra of Felix Rodriguez) a good old boy and CIA contractor.

4) Santos Trafficante (Tampa FL Mafia boss) hired by CIA to kill Castro.

5) DCI George Bush had Manuel Noriega on CIA payroll in 1976 paying him $250K retainer. Operation Watchtower used U.S. Sp Ops under COL AJ Baker and Ed Cotullo to provide low-level (below 500’ AGL) navigation for CIA aircraft flying at night through the mountains from Bogotá to Albrook Air Base at Panama City. The cargo was Cocaine. Even a cursory goggle search will show the infusion of Cocaine rose like a tsunami in 1976. The profits were divided between the CIA, Israeli Mossad, and Noriega. As CO of SF in Latin America, my duties included “Unconventional Warfare” which includes “Direct Action Missions.” Assassinations were integral to DA. I would have killed Noriega except for intervention of the ACSI(Army Intel Chief). General Harold Aaron flew from the Pentagon to Ft Gulick and ordered me to keep my hands-off of Noriega -- “He has immense value at the highest level!”

6) I was asked by the Under Secretary of State for Security Assistance (William Bode) to meet with Amad Rashid a CIA commando asset from Pakistan in preparing an accelerated training program with “force multipliers,” e.g. ultra-light aircraft mounted with special 30mm cannon operated by pilot using NVG) for the Afghan Freedom Fighters.

7) Vice President George Bush’s NSC aide Tom Harvey launched me to Burma in November 1986 to confirm or deny Heroin Overlord Khun Sa had U.S. POWs per Arthur Sucheck communication with Bush. I used the Chinese Mafia in Malaysia to gain direct access to Khun Sa in North-East Burma. I then used a portable CIA polygraph to prove that Sucheck lied to the VP.

8) Black money/Barclays MO operation in West Africa involving Saudi Arabia.

POLICE CT FORCE MULTIPLIERS
Hara-kiri-type killers such as shooter Seung-Hui Cho, who slaughtered 32 at VA Tech in Blaksburg this past April; Charles Roberts IV killed five Amish girls in a private school in PA -- another six seriously wounded; Killeen, TX cafeteria shooter George Hennard murdered 23 and wounded another 20 (October 1991); Charles Whitman, U of TX sniper, killer of 17, while wounding 31, require instant and summary local intervention to preserve innocent life. Here is a short list of some equipment that will help terminate such threats.
1) Barrett M-82-A1 semi-auto .50 cal BMG. With 10 round magazines.
2) “Raufus” rounds (.50 cal BHM) penetrate 4-inches of steel with effective range of 2,000-meters-plus.
3) Laser Range Finders.
4) SF Day-night sniper scope on SR-25 provides excellent 24-7 capability Day-night weapons scope; combine with thermal imagery and NVGs.
5) CIA “silent ammunition.”
6) The American 180 has limited but specialized capability firing 3,000 rounds per minute to breach walls, et al. Comes in briefcase with suppressor, paired with laser for close-kills. Subsonic .22 Cal LR make it a true “silencer.”
7) RBCD ammunition (all calibers) has fastest frangible projectile with no over-penetration (.50 cal Sabot 6,500 fps).

WORST CASE
Al Qaeda threat the first of August (Big Surprise -- Bush in burning White House).
America has become more alert to our surroundings. It is harder for serious threats to be carried out, but our security is close to being seriously over-extended. Target Priorities will reduce the plethora of possibilities to a more manageable list of probabilities. International Islamic Terrorists will follow Koran requirements and obtain fatwas from mufts to assure religious correctness. The Koran is specific: Muslims cannot assault an enemy until assaulted, and they must retaliate in a similar way with no over-kill. The 9-11-2001 attack on NYC’s Twin Towers representing the coalition’s economy and the Pentagon as the military brain trust is a perfect example of Islamic retribution. Another example is the USS Vincesses shoot-down of an Iranian Air Bus, July 1988 -- followed in December by downing of Pan Am 103. Typical USSR-type (conventional warfare) targeting does not apply with Al Qaeda.
Example of unconventional thinking: 1977, Admiral Isaac Kidd, Commander-in-Chief Atlantic Forces visited Panama. All “Bluelight” forces were assembled. Kidd asked CinC South what is “the” key facility in the CZ? GEN McCaliff answered “Kolbe Air Force Base.” “Wrong!” responded Kidd. The most critical site is the Gatun Dam. Without the dam there is no lake, nor water to run the Canal. The are only two cranes in the world capable of making repairs and both are in the wrong ocean (Pacific). Kidd turned to me and asked: “What resources and time are required for terrorists to destroy the Gatun Dam. My answer was simple: five men and about 20-minutes. The terrorists hitch a ride on a sizeable vessel traveling south from the Atlantic thru the Gatun Lock to the Miraflores Lock and the Pacific, or vice-versa. As the vessel emerges from the Gatun Lock (or approaches from the south), two men seize and secure the engine-room; two others take control of the helm and steerage. Hard-over at full speed with no obstacles requires only minutes to ram the ship over the dam!
SADM First Nuclear Threat
The National Intelligence Estimate concludes Al Qaeda poses no strategic threat to the USA and has no SADMs. The NIE is based on the assumption If Al Qaeda had a suitcase nuke, they would have already used it. I don’t agree. I believe the next major jihad target is Washington, D.C. in exchange for Baghdad. The means we can most probably expect a Khrushchev-era first-generation SADM (Mk-54-type) cached in the USA with no shelf-life.
Aleksandr Lebed, former Russian National Security Advisor, said on 60-Minutes September 7, 1997 that more than 100 suitcase nukes were lost out of an estimated 250 stored. Russia denied the statement but, Russian scientist Alexei Yablokov, environmental advisor to Yeltsin, confirmed Lebed’s claim in October 1997, saying he personally knew of SADMs produced for the KGB and not counted in Russia’s nuclear arsenal. The Russian government later admitted there were SADMs. Curt Weldon (R-PA) stated in the Congressional Record on 28 October 1999 that 132 SADMs were produced and 48 were unaccounted for. Stanislav Lunev January 2,000 Congressional testimony that SADMs were hidden in US and he was especially trained to conceal and camouflage SADMs. For 10-years operating as a GRU agent, he scouted for “Dead Drop” sites in US. Lunev is currently in Witness Protection, wrote a book 1998 (Through the Eyes of the Enemy).

Al Qaeda is probably waiting for the number of Iraqi civilian casualties to approximate the dead resulting from detonation of a SADM (180-190,000) AND don’t forget EMP (Electro-Magnetic-Pulse) which fries solid-state computer components, just about every working electronic system! All SADMs are “dirty” (crater 220’x50’). The 1960s SADM uses a cylinder of U-233 sub-critical mass to interact with Pu-239 sub-critical rings. Uniting the two while crushing a catalyst causes the unit to become super-critical and detonate. Success at the primary target, may find a spare SADM detonated against our national energy grid, but Chicago’s Sears Tower, Lost Wages Strip, Hoover Dam, Kennedy Space Center, Seattle’s Space Needle, Crawford, TX, The Big Easy, the Big Apple’s Time Square, Hollyweird, the Golden Gate Bridge, the Boston Red Sox, Dallas Cowboys, Miami dog tracks are safe.

A good non-Muslim terror target is Umatilla Chemical Arsenal (Oregon) at the junction of I-82 and I-84. A field sampling ended 17 July 2007. Umatilla contains thousands of tons of war chemicals and gases in ton-containers projectiles, rockets, bombs, spray-tanks, land mines, etc. Much of the supply is in poor condition, even leaking. The skyjacking of a large cargo plane out of SEATAC used as a 9-11 missile would scare the nation and create the mother of all toxic-spill disposal situations. If our enemy was not religious-intensive, it could be worse. Targeting could be haphazard resulting in a level-1 SADM ending up 500-feet on the bottom of Lake Mead at the base of Hoover Dam, or at the Super Bowl, or even at the Boston Pops outdoor 4th of July free concert at the Hat-Shell where more than 500,000 people gather.
EMP is Second Nuclear Threat
A second major nuclear threat comes from a SCUD missile fired on a max ordinate from an off-shore vessel. The missile will be set to explode at such a high altitude that there will be no major harm from the heat, blast, and radiation, BUT catastrophic damage will occur from the emission of electro-magnetic-pulse (EMP) which fries all un-protected solid-state systems. Iran has threatened to deploy such a weapon if they sustain an attack by the United States.
Iran successfully tested their Shahab-3 missile for high altitude detonation. SCUD-D missiles can be purchased for less than $100,000. Tens of thousands of freighters come close to US shores each year. EMP travels in a straight-line at the speed of light. A Congressional study showed that a nuclear weapon detonated at 400 kilometers above the Central U.S. could destroy the entire national infrastructure resulting in an absolute national melt-down by EMP alone! No other nation in the world is so dependent upon our computerized national, commercial, personal systems. Russia reports that super-EMP weapons in the hands of Iran and Al Qaeda is assured in the near term.

HOME-GROWN

Let me be clear. Home-grown terrorism is being imported into the USA with every illegal alien and counter-culturist crossing our borders. My focus is on multi-generational Americans, who don’t understand that without the law, America would quickly disintegrate. Philosopher Cicero warned us against the enemy within.

Why don’t the Patriots have any money? This was the question of David Scott Weekly. Scott and I had visited the world’s orifices several times. My answer was: “If they had money, they wouldn’t be Patriots, but part of the establishment.” Former Arizona Governor Evan Mecham asked me to stand-in for him as a Presidential candidate in 1992 until he could get a Phoenix newspaper on the presses. It was to be for three months, but ended up running the course of the ’92 campaign. I didn’t like the planks of the Populist Party and they agreed I could build my own platform. It was like having your mouth tied around the exhaust pipe of a bus and being dragged all over the USA. The up-side was that I learned a great deal about the American heartland and its fringe elements

The ranks of Uncle Sam’s ragged edge are primarily made up of the poor and disenfranchised seeking a way to justify their opposition to the status-quo by joining others of like mind. They seek out and support Constitutional studies groups; USC Title 10 unorganized militia; Posse Comitatus; tax protesters; Populist-type political Party organizations; survivalists; conspiracy believers (USG destroyed twin-towers and Pentagon); short-wave radio listeners; Branch Davidians; Identity (British Israelism) Christians, et al.

Like every pancake there’s usually two sides to movements that would save us from some perceived great evil. Most often the movement is based upon some good and honest principle and/or grievance. Then comes the dark-side: Patriots for profit, snake-oil salesmen and showmen who adroitly and glibly deceive and mis-lead their naïve followers with pipe-dreams and false information while picking their savings clean. Like an unsupervised high school chemistry experiment, enthusiastic incompetence combine with miscreant mentality leads to a dangerous results.

Dan Gayman (Good-side: Feast and Sabbath keeper) The more violent groups such as the Jewish Defense League (Irv Rubin); KKK, and White Supremacists splinter groups, e.g., The Order, WAR, Aryan Nations, etc. were primarily criminal racist movements made worse believing God is on their side. The Order started out as a gang of white thugs then was made “righteous” by Dan Gayman’s Church of Israel “Identity” teachings.

Many of the “Identity” preachers wouldn’t have a following without their own brand of biases. Dan Gayman for example comes from a Mormon background, but would not be a well-to-do “bishop” without his Genesis 3:15 “Satan’s seedline” teaching. Unfortunately, this focus caught the attention of white supremacist thug-gangs and justified their -- doing it for God-- crimes. The newly anointed didn’t lack for tithing. I know two Church of Israel church-staff people who received hundreds of thousands of dollars for Gayman’s use.

I had an urge of my conscience in 1995 to find out more about God’s Holy Days and Sabbath(s) (Leviticus 23). I was familiar with Herbert W. Armstrong’s Worldwide Church of God (British Israelism) and the multiple scandals involving his son, Garner Ted. The church had splintered and I wasn’t interested in their man-made adaptations. I wanted a church that practiced the Bible-version Feasts. Following my connection with Judy Kirsch (my wife since 1999), I was delighted to know she was a member of the Feast-keeping Church of Israel at Schell City, Missouri under Pastor Dan Gayman. We obtained an invitation to attend the week-long Spring Feast of Passover. I was received like a returning hero and was asked to give a keynote patriotic presentation on the last day. As we approach the Fall Feast of Tabernacles, I was surprised to receive a letter from Gayman dis-inviting us. The reason was soon revealed. Gayman’s brother and son were directly involved in sexual child abuse -- abetted by the bishop himself. While Gayman’s “Identity Christian” organization didn’t spawn criminal/terror groups and cells directly, The teaching that only White people have souls certainly fertilizes and provides Nietzsche-ian justification of anarchy and attack against non-whites. The best weapon against their embrace of violence against non-whites and government is the Great Commission given by Christ at the time of His Ascension as recorded at the end of the Gospels of Matthew 28:19 and Mark 16:15, Luke 24:47.

Most of the “identity-type” sites make frequent use of the word “hate.” Pastors August Kreis and James Wickstrom state: “I myself do not harbor a real hatred toward other races if they are in their respective countries. As for those that immigrate to our nation, they are fair game!” The Gayman board of directors included such notables as Thomas Robb, a KKK leader. Gayman was closely affiliated with Buddy Tucker’s National Emancipation of Our White Seed. Gayman joined forces with Pastor Richard Butler’s Aryan Nations; John Harrell’s Christian Patriot Defense League and Jack Mohr’s Citizen Emergency Defense System; The Covenant, Sword & Arm of the Lord and Our Heritage Academy. Gayman was not indicted with 14 extremists for seditious conspiracy in 1987, but he admitted receiving cash from Robert Matthews’ The Order who declared war against the United States. Following a series of murders, bank and armored car robberies, the FBI’s Operation Clean Sweep saw Matthews incinerated in his home. Further arrests netted Bruce Pierce, David Lane, and Richard Scutari for the machine-gun murder of Denver’s Jewish talk show host Alan Burg. FBI arrest of Covenant, Sword & Arm of the Lord leader James Ellison revealed a plan of destruction of public utilities, pollution of water, bombing minorities, and formation of guerrilla warfare training camps -- all financed by robberies and counterfeiting. A California armored car robbery saw a distribution of $3.6-million to partisan churches including Gayman’s Church of Israel.

Even those sworn to defend our Constitution and went to war to show it, can under conditions of abuse, turn into a threat. Our government is the best on earth until the Messiah makes it perfect. Even bad government is better than no government. Following World War I returning Dough Boys united and rioted against the Federal Government. The answer was to legalize the American Legion and VFW by and Act of Congress in September 1919 signed by President Woodrow Wilson. These organizations exist today to assure the rights of our armed service personnel. As a quick insert, I want to give an example of how the rich and un-religious also bear watching when it comes to power, greed, and anarchy accelerated through violence.


Major General Smedley Butler, USMC was asked by a group of wealthy American industrialist to overthrow FRD’s administration by a military Coup. Butler had twice been awarded the Medal of Honor. His nickname “The Fighting Quaker” and “Old Gimlet Eye” speak to his probative and critical nature. He reported the threat to Congress in 1934 and the matter ended quietly -- sort of like the 9-11 commodity stock spikes on Friday and Monday just before Tuesday 911 with former CEO of Alex Brown, Inc. (America’s oldest brokerage firm) AB “Buzzy” Crongard as Executive Director of the CIA. General Douglas MacArthur could have shaken the foundations of Truman’s Administration. General Dwight Eisenhower did become president and warned us concerning the threat to America by the “military-industrial complex.” These officers always placed America First. Other U.S. warriors sought in good faith to safeguard us from an enemy they thought would do what Hitler and Tojo couldn’t. In so doing, they came to an ill-fated end.

George Lincoln Rockwell (1918-1967) (Good-side: Pro-America) was a hard-core conservative and Navy Pilot in WWII and Korea, who started the anti-Zionist American Nazi Party in 1958. Rockwell went from wearing the uniform of a U.S. Navy Commander to Nazi SS-black. He had linked the Jewish-backed WWI-era Communist Bolshevik Revolution to WWII and escalating influence and control of America. He supported GEN MacArthur for president and after reading Mein Kampf and the Protocols of the Elders of Zion became totally anti-Communist. Rockwell initially declared himself an atheist, but later supported the Identity movement. He spoke to more than 100 college audiences. He adopted the trappings of Hitler as a means of attracting media attention -- the only way to alert American swans to the threat of lesser fowls. He claimed Jews first attack by discrediting him personally. This was followed up by financial raids; then criminal complaints. When he still persisted, he predicted they would kill him. In August 1967, he was assassinated by one of his Party members in Arlington, VA.

Pastor Richard G. Butler, (good-side: Pro-Christian) founder of the Aryan Nations in 1974 and the Church of Jesus Christ Christian, had a similar origin and direction, as Rockwell. Both of them embraced the Identity message. Pastor Butler was a B-24 crewman during WW II.

The first time I met him was at the Ruby Creek police-line during the Weaver siege. Butler was dressed normally but accompanying him was a fat toad from the short forest dressed in an SA “Brown Shirt” uniform complete with stiff cap and high boots. I ask the pastor how Hitler could be his hero? The bottom-line was personal hatred for Jews in control of banking, communications, and commerce. He explained that during the war his bomber crew was stationed in India. People kept asking him why he was fighting his own people? Following WWII, he worked as an engineer for Lockheed Aircraft and began to study the insidious ways of Communism as espoused by Col William Potter Gale, an aide de camp to GEN Douglas MacArthur during the Pacific Campaign. Gale also founded the Posse Comitatus and promoted Christian Identity. Butler became convinced that Zionists were targeting America as prey for their own enrichment. Like Rockwell, he found it difficult to kick against the pricks of media control and political influence. Like Rockwell, he found some success and satisfaction in being outrageous. To me he appeared like a teenager who dyes his hair green in protest and to be noticed.

I spoke to a Spokane Review reporter who specialized in Butler’s activities. He said on any given day Butler would have a half-dozen derelicts in his compound. He would give anyone food and lodging who would salute the Nazi flag and attend church services. The annual Aryan Nations convention would bring a hundred or so white supremacists from around the country and a several foreign visitors, but there wasn’t a clear threat or obvious danger. Butler’s wife of 54-years died in December of 1995. It was the beginning of his end.

Victoria and Jason Keenan brought the house down with a suit against Butler and the Aryan Nations in 1998 using the Southern Poverty Law Center. The Keenans stopped momentarily outside the compound entrance. Aryan Nation guards assaulted them. The judgment in September 2001 was for $6.3-million requiring Butler to declare bankruptcy and liquidate his home, personal property, and real estate. The 20-acre compound and even the name “Aryan Nations” belong to the Keenans. His dream of saving America from those who would pollute her turned out to be a nightmare. He died on 8 September 2004 at 86. The way I see it, Pastor Butler’s greatest sins were his association with criminal elements cloaking themselves as Christian Identity.

Eric Rudolph, (Good side: Pro-Life) the Olympic bomber, for example, made a stop by Schell City, Missouri and became a favorite of Dan Gayman to the point where the “bishop” planned to have him as a son-in-law. Eric’s mother eventually settled in Andrews, NC near the Nantahala National Forest. Eric enlisted into the 101st “Screaming Eagle” Airborne Division at Ft Campbell, KY. His craving for Marijuana and a personal quest led him out of the Army.

While baptized Catholic, his time with Gayman focused his attention on understanding the legacy of the White Race. His mentor became Francis Parker Yockey through his bible on political philosophy, Imperium. Yockey was a 1941 Juris Doctorate graduate of Notre Dame and a Michigan state’s attorney until sent to Germany in 1946 to prosecute Nazi war criminals. Yockey fell out of favor when he concluded that the Henry Mongenthau’s plan to divide Germany into agrarian states as a means of starving 30-millions Germans to death. He was ordered to rewrite his report, but refused and fled to Ireland where in hiding he wrote Imperium. Yockey correctly foretold his death. He was arrested in Northern California on a false passport charge and was found poisoned in his cell. His motto was from 19th Century German philosopher, Friedrich Nietzsche: What doesn’t kill me makes me stronger. Apparently Yockey fell into the existentialist pit along with Hitler, Mussolini, Freud, Adler, Jung, and many others who prefer to believe that God is dead. Nietzsche, Richard Wagner (close friend) and Yockey’s work justify violence to advance race and nationalistic glorification. Imperium became Rudolph’s bible. His bombings justified as he fought abortion, homosexuality, and globalism.

I got involved at the invitation of the Federal Southeast Bomb Taskforce -- specifically Charlie Stone, a tobacco-chewing, good-ole-boy, Slim Pickens act-alike and longtime career man-hunter for the Georgia Bureau of Investigation. My motivation was first to help the authorities as they had asked, but foremost I wanted to see Rudolph surrender and be tried by a jury for his Birmingham, AL abortion clinic bombing that killed an off-duty policeman and maimed a nurse. If the jury acquitted Rudolph, it would send a strong warning to abortionist nationwide. Rudolph would achieve hero status among his peers and many Americans who loath the murder of 3,542 innocent living unborn American every 24-hours -- including me! I arranged for a most capable attorney to represent Rudolph from the moment he surrendered. My part of the effort was called Taskforce CROSS. Eighty volunteers from across America joined me. We wore St Andrews Cross caps and Red-White-and Blue scarves as a signal that we were unarmed and seeking to Convey Rudolph, Obligingly, and Safely into the System. I used Randy Weaver to communicate with locals. The Sheriffs from the three adjoining counties told me that their deputies considered Rudolph invisible.

On the fifth day I received a most interesting call from the CIA’s CT-unit. They wanted to “play” and assured me that every conceivable technology was immediately available along with young gung-ho indigenous-looking operators. Their commander, a General Officer and personal friend of mine, had approved their “administrative leave” so as not to violate Posse Comitatus. He asked what I needed most? My response was: a staff and operators who could cut a ridgeline trail through the impossibly thick vegetation. His answer was: “They can be there tomorrow!” I told him to hold and that he would have my decision by the seventh-day (when the volunteers went home).

I met with Charlie and asked him just how anxious he was to see Rudolph in custody. With his classic Slim Pickens set-jaw look, he replied: “a whole bunch!” I then relayed the question: what do you need the most? Charlie didn’t hesitate: some fellers who can get along the high-ground. I’m sure they’ll cut Rudolph’s trail; then we’ll get some track’n dawgs and run him down! I shared the “company” phone-call and queried: how do you feel about breaking the posse comitatus law? I love Charlie. His answer was just what I expected to come from an old-time real lawman: “We sure couldn’t tell anybody (meaning the TF HQ).” I was greatly temped. I wanted as much as Charlie (except for a differing principle) to see Rudolph make his stand in court. My most respected and decorated Special Forces friend called my safe-house the next day. He and I both knew the answer. You can’t break the law to keep it! His reasons for challenging his team were important; I was driven with excitement to be working with such warriors again; my moral feeling in my opinion had merit; bringing a terrorists before the bar of justice was what this mega-man-hunt was all about. Still the over-riding consideration was and is: Keeping the law. We agreed and Rudolph continued -- for a season. In the end, he did not emerge from the forest a patriot hero. He was caught by a local rookie cop like a rat dumpster diving. He confessed to avoid execution thus eliminating any moral opportunity to come from his cowardly crime. I wrongly assumed that Yockey’s reasoning was imprisoned with Rudolph. In September 1999, I was watching the televised death sentence of Lawrence Brewer, a White male the same age as Rudolph. Brewer had dragged a black-man, James Byrd, Jr., to death behind his pick-up truck in Jasper, TX. The only words spoken by Brewer as he paused leaving the courtroom was a quote from Francis Yockey: This is promised by a higher destiny. This destiny does not tire, nor can it be broken, and its mantle of strength descends upon those in its service. Even as Ephesians, Chapter 6 in describing the “armor of God” relates to the sword as the Word of God, the best weapon against intellects like that of Rudolph come from the superior words and thoughts of Plato in his Republic and the struggle of our ancestors for liberty in America. A step away from the law is to move closer to tyranny.

Gordon Sellner’s (Good-side: Pro-Freedom) distrust of government and ignorance of anarchy caused him and many other basically innocent “citizens” to suffer. Gordon Sellner was an Army veteran and grandfather living on the east-side of Flat Head Lake, MT. He had a long history of IRS threats and had it in his mind that the IRS was “coming” for him. While in Kalispell, 27 June 1992, he witnessed a knife assault and was wanted for questioning as a witness by police. Local jurisdictions passed the request on to Missoula County sheriff’s deputy Bob Parcell. Upon arrival at the Sellner homested, Parcell was summarily run-off by Gordon’s wife, Roberta. Parcell waited along the state-road and before long pulled Sellner over. Paranoid about the IRS, Sellner leaped from his car with a 41-caliber pistol in hand and ran for the woods. Parcell shouted a warning for Sellner to “halt or I’ll shoot!” -- And he did. Sellner fell down and turned to see Parcell face-to-face gun leveled at him. Sellner fired instinctively and the bullet hit Parcell’s badge and was stopped by his Second-Chance vest. The fight was over -- Sellner disappeared into the deep woods, no longer a witness, but now a wanted fugitive for deliberate attempted murder of a law officer using a fire arm!

Fifteen months passed with authorities pleading without success for Gordon to come in. FBI SA Mike Houck contacted me, wondering if I would try to talk Sellner into surrendering before the situation became deadly. I met Mike in Missoula and spoke with prosecution, sheriff, judge, and legal counsel. Everyone agreed that it was a clear case of “self-defense,” but Gordon had to go through the process. I secured a $10,000 bail along with the sheriff’s assurance that I could escort Seller through booking and release -- he would be home before dark. Roberta said no and Sellner shrank into the kitchen corner. Roberta accused men of having “no stones.” She said if Sellner was arrest it would result in a great arising of real men who would take down the ZOG government.

Sellner was shot in the neck and arrested pursuant to a raid three years after he shot deputy Parcell. He was sentenced to life plus 10 years. His last appeal was just denied. Sellner is now 68-years old.

Unorganized Militia U.S. Code: Title 10, 311 Speaks to the militia in codifying the 2nd Amendment. It calls for an “organized” militia (National Guard) and the “Unorganized” militia which is every able-bodied American male not part of the armed services, age 17 to 45. The US Supreme Court ruled that “when called” members of the unorganized militia will present themselves bearing arms in common use at the time. Today, this means assault-type rifles. The Executive Branch, tasked with enforcing this part of Title 10, created the Office of the Department of Civilian Marksmanship Program in the Pentagon designed to train civilians and equip them with surplus M-1 Garand Rifles and ammunition. The system is now “civilianized” and uses a large cadre of designees in 2,000 site within the USA to acquaint civilians with the weapons by having them briefly undergo weapons safety and familiarization before firing 50 rounds down range. John Trochmann was thought to be head of the “MOMs,” a militant Militia of Montana when in truth, the Trochmanns cloaked themselves as such so as to sell all manner of anti-government videos, audios, and printed matter. On the other hand, however, was the Michigan Militia founded by benign pastor Norman Olson. Their rural forays dressed in camouflage carrying assault-type weapons did no harm until their antics were warped by a shortwave wannabe Mark Koernke known by adoring listeners as “Mark from Michigan.” Actually Mark was a janitor and served as a low enlisted-grade member of the Army Reserve. Mark told his radio audience that he was a “Brigade Commander” and Intelligence Analyst. He preached that USSR armored vehicles at Ft Grayling, the largest National Guard and Reserve training base, would attack Americans in the streets unless destroyed. Grayling is a winter military test site to determine capabilities and limitations of hardware American military are likely to encounter on the battlefield. There is a desert test site at Barstow, CA.

Paranoid Mark fostered a plan to raid Ft Grayling using the Michigan Militia. Koernke’s craziness called for the elimination of any Guardsmen on duty who might interfere (death if necessary). The plan was leaked to the FBI and the raid evaporated -- no thanks to Koernke. Mark’s antics fueled by increasing paranoia landed him in prison for three years. He was released 17 March of this year. Mark’s calling card is “Death to the New World Order.” A milder Mark is back on “Patriot Radio.”

Another shortwave radio nut who came close to stirring up trouble is an Indianapolis attorney named Linda Thompson. I first met her at a Christian convention in Ohio. She interrupted my talk with her shocking video, Waco, the Bog Lie. The biggest misrepresentation of the truth was her commentary about the events recorded. Trying to be of assistance, I pointed out that the ATF agent on the roof could not have gunned-down his comrades who had entered the compound. I also pointed out that what she was describing as fire coming from the probe of armored vehicle was something else. She exploded all over me: “Who do you think you are to challenge my military expertise?” Her next antic was personally observed concentration camps and guillotines in boxcars for Americans. This was followed by 80,000 Cambodian troops wearing UN uniforms on Montana. All this was chin music designed to mesmerize and excite listeners.

Linda Thompson, Esq. Then appointed herself as the Adjutant General of the United Militia and issued an “ultimatum to Congress!” Either they would do her bidding, or she would march on the Capitol with “armed militia.” She demanded the repeal of the 14th, 16th and 17th Amendments; declare the national debt void; cancel GATT and NAFTA; do away with the Crime Bill, etc. She ordered her shortwave audience to prepare themselves with articles of military insignia (according them POW status if captured) and munitions. They were to invade Washington, D.C. the second week of September (1994), prepared to enforce her mandate! She spoke dramatically how it made no difference if she was killed. I hoped that 99.9% of her fans would just laugh and change the dial, but I was amazed at how many thought to do as she said. As D-Day drew near, Linda announced that the CIA was going to detonate an atomic bomb in Washington, D.C. and blame her. She stayed the attack.


The Montana Freemen (Good-side: Constitutional Money) is an excellent example of good Americans being deceived by miscreant patriots for profit. The Clark brothers, Emmett (67) and Ralph (65) had worked their 960 acres for generations. Emmett was renowned for being able to sheer 60 sheep by hand in as many minutes. While a great sheep rancher, he couldn’t read nor write. The brothers became vulnerable to a den of jackals under the glib leadership of LeRoy Schweitzer (57) and Daniel Petersen (53). The trouble started when Emmett learned he could float an enormous loan ($700,000) from the local bank approved by Nickolas Murnion (Jordan town banker and Agriculture Department Farm Loan agent and Garfield County Attorney. When the brothers couldn’t keep up with the $4,600 per month payments, Murnion moved to foreclose. Suddenly there is LeRoy and his henchmen with assurances they will save the Clark property. Their first act was to declare the property “Justus Township-Nation.”

LeRoy ran a school 50-miles north of Billings, Montana teaching an estimated 1,500 “Freemen” nationwide how to become millionaires by manufacturing and passing official looking high-dollar phony financial instruments, drafts, checks, money orders, etc. His target was the Federal Reserve and IRS for creating money from nothing and loaning it with interest into existence. With humor they transferred millions of dollars out of the US District Court Butte, MT, Norwest Bank account to the Department of Treasury, Bureau of Public Debt. Using Moses’ Law they successfully passed instruments to the IRS requesting tax over-payments be returned by USG check ($62,358). Their justification was to get twice the amount back than what was due. In Scottsdale, AZ, LeRoy’s graduate Freemen tricked the Land Rover and Chevy Suburban dealerships into giving them three vehicle each in return for a phony bank note.

LeRoy was under pressure to move further from civilization and law enforcement and moved immediately to reestablish his digs, school, and operations using the Clark Ranch, 25-miles distance from Jordan. Intimidation of Garfield County public officials and a federal judge by posting “Wanted Dead or Alive” posters, won him quick recognition by the FBI. The threat assessment increased greatly when it was learned the Freemen sent a certified bank check to an arms dealer in the amount of $400,000 as payment for 100 Barrett .50-caliber rifles, 100,000 rounds of BMG ammunition, and 100 range finding binoculars. A second check for $250,000 was to purchase communications gear. Thank God the venders discovered the checks were worthless and the weapons were never delivered.

A literal sting by the FBI on 25 March 1996 left the freemen headless before the siege began. A tall handsome young agent worked his way into LeRoy and Daniel’s confidence through office equipment and radio gifts. They followed him like the pied piper when he asked for help in putting up the antenna on a adjacent high-ground. Camouflaged FBI agents tasered them both and the story was floated around that they were arrested at the federal post office. The confidence-agent didn’t fit the sordid appearance of LeRoy and his followers. I inquired how he had managed such a critical coup-de-grace. He replied, with a sly smile: A lot of BS, Bo; a lot of BS.

I didn’t personally know any of the Freemen, but I knew very well their mind-set. At the slightest provocation (introduction of armored vehicles), the on-going siege would erupt in a gun battle endangering 23 adults and four children known to be in the compound, plus result in likely casualties among the FBI-HRT. The Freemen held the high-ground with little cover and concealment for a maneuvering HRT. One of the agents was a Medal of Honor recipient from the Vietnam War. I didn’t want him to have to engage his own country-men in close combat. The Freemen saw themselves fighting for their sovereign outpost against an evil IRS and FED ran by ZOG. The Big Sky people saw it differently. As I entered Jordan there were signs and T-shirts saying “Hello FBI -- Goodbye Freemen!” At the FBI Forward Operating Base, SSA Gary Noesner informed me the Freemen promised to shoot me on sight. He wanted me to wait for a “special initiative” to materialize.

Only 22 souls remained in the Clark ranch buildings. A female penetration agent (the “initiative”) had just come out. Her report spoke volumes why a paramilitary expert needed to go in and make an properly assess the situation. A reported American-180 machine-gun turned out to be a junk SKS modified to accept a 50-round drum. There was nothing larger than .030-caliber rifles and .45 pistols. They had no explosives, had done no hardening of the structure, and there were no hostages. They didn’t even have a decent dog. Negotiation was complicated by split leadership between the Clarks and four Freemen with no single head. Most of the rest was a collection of miss-fits from as far as North Carolina.

An interesting, yet humorous thing occurred as I prepared to make the drive to Justus. Former Phoenix police officer Jack McLamb (with me a Ruby Ridge) had a dream that FBI snipers would shoot us and blame it on the Freemen. He insisted we get the Freemen to surround our vehicle and cover us as we went into LeRoy’s classroom. I needed Jack to divert the group’s attention while I spoke to the leaders. I had hoped to introduce Randy Weaver, who would have easily drew the crowd so Jack could speak to the others while I privately button-hold the would-be leaders one-by-one. Reinforced by each other as a never divided gang, it was most difficult to progress on siege-ending decisions.

Having reassured Jack, I drove an FBI car through no-man’s land separating the FBI roadblock, the media pool, and the Freemen. It was the first time I had seen reporters between the good and bad guys. The road to the Freemen high-ground was blocked by a large cable. As I started the walk to the top, a car left the compound and came to meet me. Unarmed and in street clothes, I felt safe. Edwin Clark (Ralph’s son) was driving with Russell Landers riding shotgun armed with a scoped rifle. Edwin jumped out and joyfully approached hand extended in friendship. I saw and immediately thanked him for wearing a POW bracelet. “Damned Bo! I’m a Vietnam Vet!” Identifying things in common is most important in gaining rapport. We weren’t shot by either side and moved eagerly to meet the others.

The most dangerous of the group was Rodney Skurdal, a former U.S. Marine, who had sustained an industrial head-injury and represented himself as the group’s Moses with an 1807 law book for a bible. Next was Dale Jacobi, surprisingly a former Calgary, Canada constable and respected business man who dropped away from family and friends for six-years (until identified on TV by his family as one of the Freemen). The two others were Russell (44) and Dana Landers, dope and scam artists from New York City. Russ was dress like Cowboy Copus. He and Dana had been hawking Roy Schwasinger’s (yet another fair weather patriot con-artist) “We the People” class action law-suit against the USG. For $300 any American could join. All were promised millions of dollars. Schwasinger even claimed that Delta Force had gone overseas and raided the European banks to recover U.S. gold. They would soon return with 88-trillion dollars! A federal judge had already ruled that the windfall was to be divided among American applicants. When Schwasinger went to Jail in Colorado, the Landers made tracks for Justus.

Rodney Skurdal surprised me by saying they would come out if Janet Reno could show where the FBI had jurisdiction. He and Jacobi gave me a 26-page document listing their points of law. Plus there was a Montana statute that prohibited outside armed persons from coming into the State without permission of the Legislature or the Governor. I passed the offer to SAC Nisley, but it was never acted on. The Freemen were indicted on five counts of threatening public officials and 35 counts of fraud and illegal liens. Another 15 charges were for terrorizing an ABC News crew with weapons and stealing their cameras. All together the Freemen faced $3-million in fines and 120-years incarnation. SAC Nisley was willing to drop all the charges except on five -- Jacobi, Skurdal, Ralph, Emmett, and Cherlyn (Daniel Pettersen‘s wife). I was confident a jury would find Emmett and Ralph innocent by deception and manipulation of LeRoy and banker-prosecutor Murnion. The other 17 were free to go! It was the deal of all deals -- except for one small problem; they had all been asked by Skurdal to take an oath to God to die before deserting. All but the five indicated they were willing to come out. It was a clear case of the Stockholm Syndrome combined with intimidation by the gang of four. The 17 were insulation and insurance for Skurdal, Jacobi, and Landers

It was easy to dismiss their 1807 law by pointing out that women now had the vote. I pressed to test their attitude toward violence by a bit of role playing. The gang of four spoke as one voice as I ask if they would shoot me if as the Sheriff, I approached the compound? “Not unless you tried to harm any of us.” Now I’m at the door knocking, are you going to shoot me. “Not unless you try to harm us first.” I’ve just knocked the door off its hinges. What do you do now? “We aren’t going to hurt anyone who doesn’t intend to harm us!” I noticed that none of the women had firearms.

By day-three Clarks had been established as the final authority. Dana screeched and stomped around in opposition, but the coronation held. In a private conversation with Edwin Clark, I listened as he broke down emotionally and cried like a baby. He had no idea what he and his family would do without the ranch. Living off the land in that part of Montana was hard. I was most affected by what his little daughter said: “Daddy did we ever have any money, or have we just always been farmers?” God, I wanted him to come out while he could. I felt confident we would soon have the four separated from the other 18 and this would soon be over.

There was another sad story. The Hances were from North Carolina. They were following the “citizen” movement which meant you didn’t need a driver’s license, tag, or insurance under a “right to travel.” The two boys (James 23 and John 19) and their dad (Steve) were pulled over and surrounded when the officer discovered their “status.” As back-up began pulling the dad out of the vehicle he ordered the boys to “drive-out!” They did. The pickup was loaded with scrap iron and did $200,000 in damages to patrol cars determined to pull them over. The Hances were charged with attempted murder of police officers. They headed west to join the Freemen. John had become a father during the siege. He needed to go home. SAC Nicely had secured a deal with NC authorities.

LeRoy was still calling the shots in absentee. He refused to eat and was sent to a federal facility in Springfield, Missouri. When I inquired what the Freemen were willing to do to secure the safety of their leader? Skurdal replied: “Leroy would kick butt if we compromised with ZOG in any way! Federal law is nothing more than Jew law!” Jacobi concluded that “Yahweh has placed an invisible barrier around this sanctuary that foreign enemies cannot penetrate.” Skurdal chimed in: “Forceful capture of the Freemen will ignite a multi-million-man-militia revolution that will sweep ZOG out of America.” Not to be out done Russell declared: I won’t go alive to court unless captured against my will, chained, and gagged.” The battle lines were now clear. It was Skurdal, Jacobi, and the Landers speaking for the reluctant others. We should have the 18 out in another day or so, including the Clarks and Cheryl, three of the five wanted most by the FBI. As far as I was concerned Skurdal, Jacobi, and the Landers represented acceptable losses.

The fourth morning SSA Noesner said the Montana Assistant Attorney General and a popular Legislator, Ohs, were going in first to present a seven-point drop dead offer from Governor Marc Racicot. It was to be a one-two punch, with me delivering the finale. The gang of four wanted safe passage to Helena for a forum before the Montana Legislature and Governor. The seven-points allowed the Freemen appearance within a tight framework of conditions contingent on them coming out within 24-hours and being judicially processed. Asst AG Conner and Representative Ohs went in and came out saying all was well. It was time for me to throw the 24-hour uppercut.

Inside the compound the gang of four was euphoric shouting “Bo we won, we won!” It seems the two officials had initially presented the seven-points. But then threw it in the trash and assured the Freemen nothing would happen to them as long as they were negotiating -- there was no time limit. It was day-51 and time for me to go. I bid farewell to the jubilant gang of four and again ask Edwin Clark to release the non-Freemen. His answer was: “But, Bo if the others left, what would happen to us?” Young John Hance rode down the hill with Edwin and me. They had not brought the radios and it afforded time for us to speak plainly. I told John that he should come with me. When he reminded me that he had taken an oath to stay, I countered that I could carry him. He softly replied: Yessir, you sure could do that, but it wouldn’t be voluntary on my part.” The hair stood up on the back of my next and I made a mistake by getting out of the car without him.

The Freeman siege went on for another month, setting a new record for federal siege-time. On day 81 they finally came out, were processed and most went to prison. A total of 20 Freemen were federally charged. After two years confinement six “secondary” Freemen went on trial. Five were convicted. Emmett Clark was release with time-served. Edwin Clark was acquitted, the others, who could have walked away free were convicted of aiding, abetting, and resisting. Dana Landers testified against the others and was extradited to Colorado on fraud charges. Nine of the Freemen refused representation. LeRoy and Russell spit in the face of their jailers. They were dragged spewing profanity into a viewing room to watch the court proceedings. On July 8, 1998, the jury returned 35 guilty verdicts. LeRoy had spread $15.5-billion dollars in 3,432 worthless checks between June 1993-’96. A federal Judge sentenced the guilty on March 16,1999. LeRoy Schweitzer was give 22-years. My Friend SSA Jim Duffy recommended I become an FBI Academy Instructor, which today is fulfilled.

Following the Federal Siege at Ruby Ridge, I appeared before the great Philadelphia lawyer, Arlen Specter’s Senate Judicial Committee. He asked me to explain in 25-words-or-less what is wrong in America and how can it be fixed? My daughter Melody watching on C-Span counter each word -- exactly 25: “Everyone equal under the law with no one above the law not even those with guns and badges in positions of special trust and confidence!” -- which holds true today.

This document contains only an arm full of Americans who have harmed America. The book, My Brother’s Keeper, expands the examples of persons who claim to be patriots, but aren’t. Then there is me and my temptations to break the law in keeping the law. I’d like to dedicate this class to my personal heroes like Gene Glenn, Fred Lanseley, Robin Montgomery and the men and women of the FBI who keep the law without violence when possible.
